New Minnesota State Law Makes it Easier to Recycle Paint



What You Should Know About PaintCare – the Minnesota Paint Stewardship Program

Starting November 1, 2014, a small change in how paint is sold in Minnesota will make a big difference in what happens to leftover paint with the Minnesota Paint Stewardship Program.

Decreasing paint waste
The primary goals of the PaintCare Stewardship program are to decrease paint waste and recycle more post-consumer paint by setting up convenient drop-off sites in the state. Many Hirshfield's stores are participating as paint drop-off sites. Also, you can go online to find the nearest paint recycling location in Minnesota. See below for list of Hirshfield's stores acting as drop-off sites.

The PaintCare program will be funded by a small fee on each container of paint sold in the state. All funds collected go to program implementation.

This program is intended to help businesses and individuals reduce, reuse and recycle paint in Minnesota. Paint comprises up to 50% of all household hazardous waste.

If Minnesota follows the trends established in other states with this program, their collection rates and number of collection sites will increase dramatically in the first few years after the program is established. The program is currently in place in Oregon, California, Connecticut, Rhode Island and Vermont.

State Fees to be collected beginning November 1, 2014
Retailers will be required by the NEW STATE LAW to collect a Recovery fee and submit it to PaintCare (see also), a non-profit created by the American Coatings Association to help implement the new program. The fee is not a deposit, so consumers will not receive funds back when they turn in their leftover paint.

Fees are based on container size purchased, and range from $0.35 (larger than a half-pint to less than a gallon) to $0.75 per gallon and $1.60 for each container larger than a one gallon can up to a five gallon bucket. If you are buying paint, the fee is collected at time of purchase. If you are hiring a contractor for painting work in your home, the fee should be included in their bid.

So be aware that any paint purchased in Minnesota after October 31, 2014, no matter which paint store, hardware store or other store you visit, will be subject to a fee supporting the PaintCare Minnesota Paint Stewardship Program. And, it will be easier than ever to recycle your unused paint.

PaintCare Paint Stewardship Recycling



PaintCare sites accept all brands of old house paint, stain and varnish — even if they are 20 years old! Containers must be five gallons or smaller, and a few types of paint are not accepted. See above for a list of what you can recycle.

Hirshfield's PaintCare drop-off sites accept up to five gallons of paint per visit.

Make sure all containers of paint have lids and original labels, and load them securely in your vehicle. Take them to a drop-off site during their regular business hours.
